主讲人简介: 

Shin博士2014年9月毕业于美国麻省理工学院,硕士毕业于麻省理工学院经济学专业,本科是美国加州伯克利分校,专业是城市规划。Shin博士最近研究的方向是中国地方政府能源、环保政策的制定与执行。 

讲座内容: 


    Local policies in China are commonly understood as a function of center-local relations and governance. While useful, such a governance framework fails to explain or induce variety of local innovations in China. In this presentation, I showthat a new architecture of governance is emerging in local China, which is associated with particular kinds of policy innovations. It is distinct in two major aspects. First, the principle-agent relationships within the political hierarchy are giving way to professional community-building between actors across multiple levels and sectors. Second, beyond formal incentives, local governance is enacted through a set of community-driven practices between the protagonists, such as joint framework-(quangjia) or
platform-(pingtai) making, collective learning about local conditions, joint monitoring and problem-solving, and peer review and social sanctioning. I illustrate how this “community-driven experimentalist governance” (CDEG) has contributed to the development of clean energy industry cluster in the city of Baoding. The findings suggest that local governance in China is increasingly becoming unbounded in many cases. There is a need for us to move beyond the traditional center-local, principal-agent frameworks to better capture the institutional foundations of local innovations in contemporary China.
